THAI Updates Latest Status of MRO at U-Tapao

Thai Airways International Public Company Limited (THAI) reported the progress on the Selection Committee’s approval the maintenance repair and overhaul (MRO) facility at U-Tapao (UTP) International Airports.  The revised documents have been approved and authorized by the Selection Committee – UTP MRO Project to issue and submit the revised Request for Proposal (RFP) and its attachments to investors for further proceeding on the consideration and preparation the proposal until March 2020.

Mr. Sumeth Damrongchaitham, THAI President, said that THAI, as the project owner of the UTP MRO, has already coordinated closely with relevant government authorities to move forward with the MRO project. Beyond the achievement on the objective for having had UTP MRO Project, benefit of Thailand along with the fulfillment on government and the Eastern Economic Corridor (EEC) Committee’s policy including the transparency and fairness have been taken into consideration and proceeding as well. The guideline and procedure subject to the Anti-Corruption including Integrity Pact have been applied to this UTP MRO Project. On 9 December 2019, subject to the resolution of Selection Committee’s meeting, the Selection Committee approved the revised RFP and authorized THAI to issue and submit the revised RFP including its attachments to bidder. The period of Q&A session would be conducted and completed within the 22January 2020. The deadline for submission of the proposal is scheduled to be on 6March 2020.

After the submission of the proposal, bidders and the Selection Committee would enter into the negotiation process which is estimated to be finished in May 2020. At the time of negotiation process finished, the Public Private Partnership Agreement (PPPA) would be later submitted to Office of the Attorney General for consideration and approval which is expected to get the approval in June 2020. The approved PPPA together with the result of negotiation and the name of awarded bidder would be thereafter submitted to the EEC Policy Committee for consideration and approval, tentatively to be July 2020. By having had the approval from EEC Policy Committee on PPPA, the result of selection together with the name of the awarded bidder, this UTP MRO project has to be reported to the Cabinet for acknowledgement in August 2020 approximately.

Subject to many processes to be done and according to the timeline mentioned above, THAI expect to sign the PPPA with the awarded bidder by end of August 2020, while the new MRO at UTP is anticipated to be operational within April 2023.
