Hong Kong-Based Operator Commits to ONE Record Standard to Accelerate Air Cargo Digital Transformation

Hactl (Hong Kong Air Cargo Terminals Limited) has achieved a major industry milestone by becoming the first Cargo Terminal Operator (CTO) globally to sign the IATA Digitalisation Leadership Charter. This recognition follows Hactl’s successful completion of the Charter’s Maturity Evaluation process.

Launched in 2024, the IATA Charter is designed to accelerate the air cargo industry’s digital journey by establishing five key guiding principles, with a core emphasis on adopting the IATA ONE Record standard for highly efficient and modernized data exchange.

Commitment to ONE Record and Digital Strategy

As a signatory, Hactl is preparing to integrate the IATA ONE Record standard directly into its internal digital strategy and staff training programs. The company also plans to collaborate actively with its business partners and participate in IATA’s Digitalisation Leadership Charter forum, reinforcing its role as an industry pioneer.

Hactl has already built strong organizational resilience by implementing robust IT policies that encompass cybersecurity protocols, comprehensive risk assessments, and regular system updates. To advance sustainable digitalization, Hactl’s new Terminal Services Centre (Export) has enabled fully digital, paperless workflows, while its COSAC-Mobile app streamlines reservations for the inspection of Dangerous Goods.

History of Digital Excellence

Hactl maintains a long-standing commitment to digital excellence by fostering a culture of innovation and adopting advanced technologies to streamline operations. The terminal operator’s efforts include the deployment of video analytics, robotics, document recognition, Autonomous Electric Tractors, and Artificial Intelligence (AI). Furthermore, Hactl collaborates with the Airport Authority Hong Kong on a comprehensive cargo data platform aimed at enhancing data sharing and overall cargo flow efficiency throughout the hub.
